The writers of this text understand that students must know the 'nuts and bolts' before they can begin to analyze the structure of state government and politics. To this end, the chapters, whose subject matter parallels those of earlier editions, provide descriptions of the state's political institutions and processes. But there is a strong and consistent effort to tie these descriptions into the political system's performance. We ask the reader to evaluate that system's individual components to the terms of their ability to address the problems facing us. We also present an array of reform proposals, aimed at enhancing the system's ability to effectively respond to the challenges facing California at the end of one century and into the beginning of the next.
