Government, Innovation and Technology Policy An International Comparative Analysis

Mani (graduate studies program, United Nations U./Institute for New Technologies, Maastricht, The Netherlands) examines the role of government in promoting innovation in a number of developed and developing countries. Three countries classified as creators of new technologies--Japan, Korea, and Israel--are compared to five countries with the potential to create new technologies--Singapore, Malaysia, India, South Africa, and Brazil. Mani's study demonstrates the need for and importance of dovetailing policies on human resources development as an integral component of a nation's innovation policy to achieve technological progress, and that government has an important role to play in enabling markets to function better.
