Lobbying Disclosure Background and Compliance Analysis

The Lobbying Disclosure Act of 1995 (LDA) requires lobbyists to file quarterly lobbying disclosure reports and semi-annual reports on certain political contributions. The LDA also requires that GAO annually audit the extent to which lobbyists can demonstrate compliance with disclosure requirements; identify challenges to compliance that lobbyists report; and describe the resources and authorities available to the Office in its role in enforcing LDA compliance and the efforts the Office has made to improve enforcement.
